I went to the kitchen she is now in two people stopping on the way nice enough to listen that that work here. On the suing on an ounce of me about the caucus how do you register to vote in when when is the deadline. And deadline is tomorrow Reich classes across yes and I would suggest you go to GE eight UX vote. Where he can go dude www. SOS dot LE dot gov. And I had time gently you know as a friend of ours secretary of state and he men and tell you that site is together you can register to vote right there on line that's right suit you wonder and where do you go. Go to your computer. And if for whatever reason you don't have pawn or you you get don't come up in the browser go to a library or exactly well do you know to do you go to. Thumb. But he had me meet our savior I'm a computer while yeah I know register are too but you can also. From. Find out where all of your registrar of voter. The locations are by going to the website as well so everything you need right there and a computer and I find it hard to believe. That anybody that is not registered to vote would not have a computer or Smartphone when you think. And would hope so but not everybody does the other thing is that this is a closed primary. Which were not really used to in any other election on the state. Which range of your Democrat you who must vote Democrat. But you can change your party affiliation as well you're trying to do that if you wanted to vote in primary care so so go to go vote. Google Latin and rest of it'll come up in Louisiana secretary of State's page junction gang and Dave what about library what does album. Use a computer at July oh ice. Can't register dollar note. Well. Maybe captain. Only human or open. Library door I think your suggestion is best I mean is easy just click. Thank you David Ed Sherman joins us right now Randy you from my alma mater you know political science this morning at the more. And doing well thanks for taking the time withers. You know I'm hearing things now politically about John Bell Edwards breaking. Campaign promises which. I'm a registered Republican annals CNN any pointed John Bell Edwards a olive George Bush HW bush read my lips no new taxes. No you know and it would be irresponsible for anyone to make that kind of statement that promise because as you know Internet breaking that promise and a cost himself. So I just bella Edward has been relatively upfront he's basically said that. You know there would be. There would be have to be something to raise some revenue. Whether it be you know removing tax exemptions. Which is pretty much what he focused on inevitably come out say it from the racist sales tax but he did certainly talked about raising revenue. And tax exemptions for whom and what kind of hole would that field. Well hi you know protect the pensions safe for the movie industry tax exemptions for solar power. You know but we're only talking in the tens of millions of dollars there went you know when the budget deficit for this year is to another fifteen million dollars. So where are you and weary wary bizarre process started and in and I get a text Sears says except to liberals to eight elect rather liberal Democrat. And you shot the taxes are going up in record time tax and spend baby but. And money's already been spent has it not. And it it has been basically most of the target and dedicated. And and so there's already hope that after the filter to basically meet the State's needs just for this year. And that was done by Republican House and senate. And other Internet and a Republican governor exactly. In terms of digging a hole lead in deeply deeper. It seems as though will for soft consultant was Bobby Jindal spent a considerable amount of money. And when it comes to the end of his term after he dropped out of the presidential race. It seems as though when you talking about raises. Two individuals see he wasn't as conservative fiscally conservative as he was during the race. You know that makes it even more difficult to ask for increased revenue from voters you know they're looking at the increase salaries. For these people in government you know governments trying to get broken and people are getting racists in the that just kind of upset a lot of people and their deep. You know creature more resistance. Increasing revenue. Was it doesn't get a text Sears same only should have known how bad it was but. That's still a make up for the whole league are the books completely open can you as a governor elect to go in and see where all the skeletons are order. Is there time during the transitional period are pretty only really realize an after you get in an annual guys gone. Well the budget projections were given to the new governor by the outgoing governor administration. And you know what we know about the general administration. Now these smoke in the years. Two. The budget that you know many of the statements that they've made. Financial outlook for out of came out of amnesty. So. If there's anything the new governor is guilty of this is taking the previous administration had its word in terms of what the budget that you. And we lived in fantasy land straight years basically was Bobby Jindal. The other question I had is. The whole chicken and a process when it comes to budgeting. You don't know which you can budget into you know much has come an end. And a need you don't really know how much is coming in with the needs RTC the budget rank right. Well I mean we have the revenue estimating committee that kind of you know can. Gauge. In terms of you know how much tax revenues coming in and it's also based on the the price of oil. And so they can come up with a figure in terms of what the government needs to and of course. You know then put the economy performs their expectations different question and so that's that's very kind of given the trouble as well that doesn't meet their expectations of the projections and we end up in a hole. Some get attacked Syria lot of text very anti John Edwards saying he's a liberal you should have known this is gonna happen he knew the issue etc. But I mean Izzy dizzy take the blame now in politically is that generally the way it works because you say NA. I'm just the messenger here but there's a hell of a mess and there's going to be some something we got to do that matter but is gonna like date to clean it up which to me is leadership and I'm not. I'm not advocating for or against John Bell Edwards but at some point you you got is a leader. Deal with the real situation and not to again tell fairy tale. Right well menial this issue he's the governor he campaigned for this position he wanted to and the and the people gave the two of them so. He can't but he is primary decision maker and soul. You know that's the case you know there's no more he can't blame the general administration anymore he's gone after basically take responsibility. I'd sooner and at one point I see him proposal where he wants to use a rainy day fund which is one of those smoke and mirrors things I think that Bobby Jindal used to use. It's not a recurring revenue and I would just ask. How is. From. Why ninety doing it that way I guess at first off if it works they keep kicking the can down the road. Or. Is that what he's gonna have to do facing the Republican legislature. Well I think he feels he needs to do there has to do because. Just the severity of the deficit just for the fiscal year. That you know that's just a short term. Remedy he's gonna have to come up with some long term. Remedies to deal with he one point six billion dollar deficit for the next fiscal year. So he proposes a budget if he says you know what we don't have the money for education. We don't have the money for public health. We have to cut those areas. And the the legislature has to pass that who eats it on that who who gets a political blame for that. Well it you know and in this state if tipping of the governors that takes the blame because that's the legislature that follows the governor's lead but we've seen. The current legislature. It's in a much more independent position. In other naming their own people to committees in the and and deciding on their leadership so. The legislature will have to take ownership of this well they're going to assert more independence. I so again it seems like education may be public health the two areas that are hit first. Bomb. Why why is that is that because those of the people least able to. To fight back I guess Yuri had employed by the state Louisiana and and you just either taken or move on. Well higher education and healthcare are the biggest part of the eight point three billion dollar. Budget that the legislature has control. And so those are also the two areas that are not constitutionally or statutory statutorily protected. So those in the tutors that don't they enjoy. Being dedicated and so it's easy to read to their. But did did the governor attending the Republican retreat anything substantial would be. Accomplish there or does it set a good president before the session begins at. The good good idea to example that they these individuals are gonna have to work together to solve this problem on the gonna to come up that you know. Neither side likes the other's proposals to come up with some kind of compromise. And so I think. You know the governor wants to work with the legislature don't think you know he has the ability to dictate to legislature needs to be done. And so I think to connect. They get I appreciate your time is always. A germanic you know professor a professor of political science might on the modern of the line Clancy Dubose. Use one time or statement he made nonaligned and you know built the middle class of new loans. On iTunes exe comes in. And it says Bobby Jindal did not cause oil prices to go from. Greater than 100 dollar to listen thirty miles per barrel no matter what the Democrats would like you to believe. To quote Judge Judy. I don't care that means nothing Timmy. From you can believe whatever you want. What it is what it is that's the situation we have been so. Do you think that do you want big the governor do you want the legislature to rise above politics and actually fix this. And when it comes a governor's budget. I find it hard to believe that he's gonna lie I have a lot of wasteful spending it'd be given the political atmosphere will have to see. An and what do you wanna see cut or would you mind paying more taxes are you absolutely. Positively against any new taxes. And we did get. Camping in CB forgot to Jordan but decided in it took his life tragically it. The treasured talk about all of the the money the millions and millions and millions of Bobby Jindal spent. On consultant. Contracts but even that I think is immaterial what problem is we are we are we all are how do we fix. And I think dad is the first step toward Gil on board admitting it Tampa problem and forget who cause suitors start drank it. I'm twenty Tommy Tucker back in a flash with your phone calls at 260187. Definitely. I Tommy Tucker don't WL mind when he died I think an interesting question here. Is. If governor Spitzer. Had gone of the Republican retreat. Do you think. He would find a way to fix the hole. Holes. Best. Palm canyon in the state budget without asking you to pay anymore taxes. And would you be willing to accept whatever cuts he may say get a tech Sears is Lima 100% against any new taxes living in Orleans parish or pay more than enough. The only way to fix the budget is to amend the state constitution. So that they can make cuts everywhere I would cut 5% from this year's budget to start. And would continue making cuts every year we need a much smaller government stop thinking the government can fix any thing. They can't well. I would take you words literally I'm not advocating for new taxes but. If you if you keep cutting 5% as inflation goes up. In terms of fixing anything else that you be able to complain when the roads. From the arc crumbling beneath you worsen they are now. And the whole thing is to do you make sure how do you make sure that every penny is spent. Responsibly and I think if you if you believe. That Republicans and I'm a registered Republican. That they don't engage in wasteful spending. You need to do some research especially at a federal level. And when it when people talk about pork. It's the old thing that. One congressman and say look at the Johns I've brought to the area with. Armed federal government paying for a bridge federal government do and as federal government do when that. But the people and another state sale Atlantic congress vote the court why we have to do that. And it seems like. Philosophically one person's pork is another person's wasteful spending it all depends where the get a piece of and then another part of this that is enters single talk Dion Moeller the executive director of the Louisiana. Budget. I can't cede toward what is the executive Louisiana budget. Louisiana project. Is Bobby Jindal I would think. Was governor when they had a tremendous. Amount of money. From flowing into the state from Katrina because he was elected in 2000. Six. And guess I don't think it runs Saddam's presidential. Anyways first term definitely a lot of FEMA money rolling in. An outing John bella edwards' hands that I'm not taking up for John bella Edwards all I'm saying is. If you never wanna pay any taxes do you think services are gonna continue to be drastically cut. For those that need it the most I get a text comes in about you I know you'll know is certainly the build the the middle class of New Orleans. And to you know create the middle class new loans and Bobby Jindal did his damages to destroy UN no. I will take John Bell Edwards whatever his faults he is way better then theater or Jindal. So you tell me if you think. Governor bitter would be asking for a tax hike. Are wages make whatever drastic cuts were needed in would you be OK with that Mike and a guard a morning or double WL. You know Mike. Aim like you Dylan. And pay cuts for who answer. Worker. Well I think the dude projected deficit is 980 something million. We're this year I think in the following year's one point five billion son you know might via. But he quality. Drop and well a gesture a oh volley tennis but it. The problem you see that there is no competition for the state revenue. They get our money no matter why. Does have competition. And worked for the money. And so like the company that I work for. Five years ago. Start at the top 1% pay cut fifteen. And and and why I would on the 5% pay cut. But if they don't talk about that one. Because they know that money come in and there is no competition. And they have the money and just keep picking up from. You mean our salaries don't. You don't handlers salaries Dominic. Sure why not a so we're totally going at that company. At one point nine billion I mean you'd have a lot more homes and patriots running quote core area where we're now. You know I don't know IE it's important that we we can't we tell our. I'll charge that we pay. For it. They can figure out. Other than if you have a consulting contract and I'm just guessing your thank you might com. War. Are. Very high up in city government I don't think you get rich. And then you come to the argument of well and same thing with a charity rule or even religion or whatever eco ideas be religion. Should somebody get paid less just because. There is talented say with a fund raising organization as somebody would be with a business. And that they are expected to donate their time and they earning potential as well now when it comes as state employee. They say that. If you pay less you're not gonna get the same quality of employee. I always had an issue with that because it seems like if your argument Asia need to pay more to get a better quality of employee. Only at the fire body you have. Because they are the employees they are whether they make in 101000 whether they in 40000. Again weigh off in a weeds here below continue the conversation when we come back right now time for Devin WL first news. And for that we go to David Blake thank you David a final happy groundhog states he you have to leave now because it is turning. Intensely partisan and political all of us at rarely and we're gonna get an early spring says Punxsutawney Phil's. Maybe he'll get reelected then yes thank you my get a text that says why are we tournaments and governor theater. Zero reason I'm talking about it are brought it up because to me you know look at this pragmatically. I am getting to next year's through such a partisan prism juries a Democrat tax and spend there you go John bella Edward chin and down it. I will we have a problem here if it had been governor better which is the only reason I bring him up because. In values guy running against John Bell Edwards. Would we be having this same conversation or would David better somehow. Have magically been able to fix the State's budget problems have been around for a long time. And I have been fixed with smoke and mirrors Arthur in new loans morning and a W Els thank you for calling. Hours. A. It is really I mean. Let me tell you some Martha your kids are healthy you're healthy you got it all my friend. Absolutely excellent in I think I only a couple of weeks ago and inherited heart out there. Change immediately. And so Activision. We're probably I followed them all in it. I think that we don't active. Shares a border. Get help fix that held little bit. That. K Asia being there there there are. Good at that need help. You know it and India. Gate and act that. Special. Rate decline. Seoul. Little in. The air. Share music. That Cheney culture you're. At. And I'll Wear them any goal. That any off. Are you just summed it up and I think before I could say more talk Dion Mohler about this executive director Louisiana budget project. On I can say you wanna pay taxes or you don't until you see the budget that the governor proposes which. Is going to be and about a fairy tale it is going to be a rough estimate based on. How much has come in and how big goal is sell on a road you got an idea hi you're on Devin WL. Hey can I do you. Oh pretty good come out like that are truly blessed by the I'll get help but not quite gorgeous. In. That you like to use. Like to go and eat it lead to the end and you. You know really beyond which you know real whip whip the big picture yeah let's look at look at a state that that would look. Colorado. Not that so we why look at that legalized. Medically recreation. And not legal recreational UNG unit that does. It's a little too conditions it helps people klux. The depth and a bit out to sit you won't have to take from healthcare to take away from education you'll have the take away from. School and then they quit directly or at. One and Colorado. Not may not million dollars yet this year. Projected to make any change in that double it up and one. But tell you what cell appreciate the call I just don't know if you're engaging in a case of post hot air go Procter Hough. So you're saying that marijuana is legal and Colorado right now and as a result that in my budget problems on and off its. That simple little comparison or not get a texas' Tommy disagree too you know that you worth 40000 dollars and you gonna get paid only ten. The only gonna give 101000 dollars worth of work. But as a case she need to go somewhere where he can get 40000 dollars if not to quote six your fooling yourself because. If the only jogging gift for your skills is 101000 dollars and not forty I would think you better be damn happy to have that because you know I'm really worth forty. If by the same token from a manager and management standpoint. Somebody feels so they're worth 48 at 101000 dollar job. Whatever it is they got to put forth their full leopard or it's time for them to go when you need to find somebody else might take we'll talk to. Yon Moeller and you when we come back under the WL. 945 Groundhog Day 26 seen it seems like we have the same thing every year. When it comes state budget Yond Moeller joins right now executive director of the Louisiana budget project morning on. They keep coming back limit let me get this on the wafers. And an office tempest in the teapot I don't know if it's. Symbolic item of its substantive Bobby Jindal. The super conservative fiscally responsible. Presidential candidate on his way out of the door after that effort was over with gave out about twenty million dollars. In pay raises at the eleventh now orders some employees Jon bill Edwards. Gave some candidate members or raise cut the salary of others not the same people his own cabinet. Didn't do as any in this matter or wheat happened on the seat belt light is the plane is losing altitude. I think exactly what you said. I think symbolically it's there Lee back asleep IP Jindal spent. A lot of time as governor. Talking about you know you why the state employee and bragging about it bureaucrat. I hired. But but it on the way out the door he treated these public service with the money. Raised several years ago. I'm not. You know that not the reason we have a man who budget deficit it's not because state police at a rate go read it but but that because we. With the structural issues in the way art practiced and built. So again I think that the they complain that little aggravating when you read a newspaper. But it is not really gonna make a break. By. In no way it went numb you talk about those structural issues out I would love for you to. Expander expound on knows is an end maybe you can start with the state retirement system is that a huge. Liability that's out there that needs to be dealt with somehow. I wouldn't you know it is indeed lie. Every state you know in there were hard there's been. But but we actually have the mechanism. Could pick the requirement that what happened back in the the seventies and eighties politicians would routinely grant more retirement. Money a war. To back in the late eighties but Robert is only they are the woman that there. The pay back all the debt except they did it on graduated. Scale though right now at the beginning that were buried vote. Now we're getting to that could and near the end of the line of all these payment. But the date close but that racked up 2030 years ago that's when it was driving in the ought to hire them. But I think is when I went up about structural issues. And the governor right and we we have eight. Government structure right now that doesn't raise nearly enough. Of the basic services that that would expect. We're going into our actions to decide how much money it would raise the rate revenue what are we gonna Africa. I'd people are texting me on saying you know what yeah we aren't that Cheney extra taxes just cut the waste. Com is that a plausible argument. Which it was a club or argument and fortunately it you know there's always going to be waste in government just as there. Oh you believe in private businesses but you're not going to be able to cut. There's no way to make it to deal with the neck but after that but they are facing right now. An and and so I think it can plot. We streamlining submissions we've had eight years. Oh well looking at ways to make government work should we make government more efficient during an. Eight years they're gonna get Bobby Jindal and credit for the but it still not enough. To take the basic expenses of of health care. Education transportation the thing that everybody can expect government to do we just don't have enough money coming right there. It seems rather Pollyanna ish to me this they would you know we're yet to cut the waste every bit aways and like you're saying in private enterprise I think they call it shrinkage where wells and you wouldn't seals and stuff and you better plan on it is gonna happen when he talked to you about. The federal money federal government a lot of people don't wanna pay taxes federal government taking too much but. Awesome wrong Louisiana has far more back from the federal government than they pay in do we not. But we get rapidly at one dollar thirty back from the for every dollar that we intact. Because we are one of the core of state and and a lot of the federal money on that come in. Like Medicaid. And programs that help low income families so that. There and the other thing at least in part of course is that we had a lot of money coming in. Hurricane recovery although that point Peter out in a lot of money coming in to rebuild. Let these let. Control infrastructure and that money at that he'd spent he spent more. All right so how bottom line politically legislature. From the process of it in terms of budget. Where does is start as big governor propose a budget. With cuts it'll have to be made given the deficit. An incentive to the legislature to do they work as sound before hand and then all stand together holding hands and say here's were gonna do web. I don't think anything and work out. Part. Of the local pet owners yesterday. He. The governors don't you. Releases. Its budget for next year do we ought to keep the Saturday. And because they haven't come in the actual action yet they haven't rate revenues. It is going to be a draconian. There. And it's going to show exactly what in the cut. If we don't agree to do to raise red it's so I think we're gonna be. Yeah in this budget been accomplished a lot of people because there's going to be an eclectic cuts. The program and then I don't think people want cut I wouldn't be surprised if there are university closures. We've cut people off. Home health care sir is it that vulnerable people. Is. That. On balance. Let it content special election. And their. Commitment on the way it is about. To. No politician who want to do. Around the world let them bury it deep period. Oh I'm. And gimmick and short term exit of the budget. It is over and when they're going to be. And eight right actor mark. In his may be a dumb question yon but they can do that without. An amendment to the constitution just by legislative vote in governor's son and. So little pack that there's that. Laid out in the done with the joy to vote the bird out in the and it. But on the changes he's laid particularly at the long range changes. Would require boat people one of the key pieces that's gonna require boat people get rid of what's called. The federal income tax deduction would be unit one of only three in the country. State taxpayers to deduct their battle act on their state park. And that one tax rate alone. Billion dollars a year but it in the state constitution so what what Democrat would have proposed getting rid of it it. If we get this deduction actually lowering the rate. And and and the state income tax rate so we would end up paying low rate. But we would be actually paying more money. It would actually get the money because that one that reduction is is that lord and take so much money. John thank you wish we had more time but we'll talk to you again yon Moeller executive director of the Louisiana. Budget project to quote Tommy Lee Jones in No Country for Old Men. If it made a mess it'll do dealing gives here that can slash double W. I have technology tech's Tommy I love that you're playing I get you baby's your bumper music we have played that. Each and every time and if you don't get it. At Google Latin Groundhog Day and Bill Murray and it should come up that we Shelton's idea it was ago when garlands coming up next. He'll talk about led Michigan's lead pipes. Governor John Bell Edwards and the Iowa caucus last night and taxes analysts alike coming up with Garland thanks to. Everybody happy ground dogs they will talk to you tomorrow morning at six.
